Tony Pratt is the retired Administrator of the Shoreline and Waterway Management Section within the Delaware Department of Natural Resources and Environmental Control where he oversaw programs related to beach nourishment, beach construction regulation, coastal hazards mitigation, waterway management, and flood mitigation.

Biography

Tony Pratt is the retired Administrator of the Shoreline and Waterway Management Section within the Delaware Department of Natural Resources and Environmental Control where he oversaw programs related to beach nourishment, beach construction regulation, coastal hazards mitigation, waterway management, and flood mitigation. He was a member of the National Research Council Committee on Beach Nourishment and Protection, and the Heinz Center Panel on Risk Vulnerability and the True Costs of Coastal Hazards. He served elected office in Lewes, a coastal town in DE, four years of which were as Deputy Mayor. He currently serves on the Advisory Board to the Department of Homeland Security Coastal Resilience Center of Excellence based at UNC, Chapel Hill.

Derek Brockbank is Executive Director of Coastal States Organization (CSO), which represents the nation’s Coastal States, Territories, and Commonwealths on ocean, coastal, and Great Lakes issues. Biography

Derek Brockbank is Executive Director of Coastal States Organization (CSO), which represents the nation’s Coastal States, Territories, and Commonwealths on ocean, coastal, and Great Lakes issues. With two decades of experience in Washington DC on coastal adaptation policy and organizational development, Derek is connecting state coastal management programs with federal agencies and resources in order to address the greatest coastal challenges facing society. He previously served as executive director for the American Shore & Beach Preservation Association (ASBPA), as campaign director for a coalition effort to restore the Mississippi River Delta and Coastal Louisiana, and on climate adaptation for National Wildlife Federation.

Rachel Keylon is CSO’s Federal Affairs Director. In this role she drives CSO’s legislative strategy and also leads CSO’s communications efforts.

Biography

Rachel Keylon is CSO’s Federal Affairs Director. In this role she drives CSO’s legislative strategy and also leads CSO’s communications efforts. Prior to joining CSO, Rachel worked at the National Oceanic and Atmospheric Administration where she focused on strategic planning, performance management, budget formulation, legislative policy, and communications. Past work includes coordinating federal interagency collaboration on ocean research and education at the National Oceanographic Partnership Program, as well as policy and legislative affairs for several ocean and coastal non-profits and on Capitol Hill. Rachel holds a B.A. in Biology from Occidental College and a M.S. in Zoology and a graduate certificate in Ocean Policy from the University of Hawaii at Manoa. She is also currently pursuing a J.D. in the evening program at American University Washington College of Law.

Nicole Elko, Ph.D. has 20 years of experience managing/assisting with more than 20 beach preservation projects along the U.S. Southeast and Gulf coasts.  Dr. Elko received her Ph.D. (Geology) from the University of South Florida after working with the USGS Coastal Marine Geology Program, St. Petersburg, and while serving as the coastal coordinator for Pinellas County, FL.  She is also Executive Director of the South Carolina Beach Advocates, an Executive Director of the U.S. Coastal Research Program, and President of Elko Coastal Consulting based in Folly Beach, SC.  She serves as one of the three civilian members of the Army Corps’ Coastal Engineering Research Board and has recently been appointed to NOAA’s Hydrographic Services Review Panel.

Mike Molnar is CSO’s Deputy Director. Mike serves as the expert resource on state coastal management programs by supporting CSO work with states and territories, NOAA and other partners. Prior to joining CSO, Mike led the Indiana Lake Michigan Coastal Program as Program Manager for fourteen years. Past work also includes fiscal policy analysis for the Indiana Legislature, and environmental program analysis and evaluation for the Florida Legislature. Mike holds a B.S. from Miami University in Oxford, Ohio, and a Master of Public Affairs focused on Environmental Policy, Science, and Law from the School of Public and Environmental Affairs at Indiana University in Bloomington.

Marriah Abellera is the Coastal Program Manager and coastal leader for the U.S. Army Corps of Engineers Institute for Water Resources leading innovative change in coastal resilience.  Marriah is currently managing several of the national coastal climate adaptation and coastal resilience initiatives, to include leading the National Shoreline Management Study (NSMS), Systems Approach to Geomorphic Engineering (SAGE), and Coordination with Other Water Resource Agencies programs.

Kevin Frenzel is a Texas registered professional geologist and is currently the CEPRA Program Manager in Coastal Resources at the Texas General Land Office.  In this position, he provides technical review and oversight of erosion response projects along the Texas coast.

Kevin began his career in the U.S. Coast Guard where he conducted search and rescue operations out of Port Isabel, Tx, and Marine Safety operations out of Corpus Christi, Tx.

Following the Coast Guard, Kevin received his Geology degree from the University of Texas at Austin and has over 30 years of experience working in environmental, geological, and mineral exploration.

William Dixon is the Director of the Division of Coastal Engineering within the New Jersey Department of Environmental Protection (DEP), Engineering and Construction.  Bill has been with the Department for 34 years.

William Dixon is the Director of the Division of Coastal Engineering within the New Jersey Department of Environmental Protection (DEP), Engineering and Construction.  Bill has been with the Department for 34 years. As Director, he is responsible for the management and administration of the State’s Shore Protection Program, Bayshore Flood Gate, Port Monmouth Flood Gate and Aids to Navigation program.  Bill’s role also includes representing the DEP as the Local Sponsor on all federal shore protection, storm damage reduction, and environmental restoration projects along the coastline, which includes being the liaison and partner between the US Army Corps of Engineers and municipalities.

Biography

Jesse Hayden is an Engineer Program Manager in the Delaware Department of Natural Resourced and Environmental Control’s Shoreline and Waterway Management Section. Mr. Hayden manages Delaware’s dam safety, floodplain management, and hydrographic survey programs in addition to the coastal engineering program that executes beach nourishment and navigation dredging projects. He is Secretary of the Mid-Atlantic Chapter of ASBPA. Mr. Hayden graduated from the University of Virginia with a BS in Civil Engineering and from the University of Delaware with an MCE in Coastal Engineering.

Ryan Seiger is the Staff Director for the Water Resources and Environment sub-committee of the House Transportation & Infrastructure committee. Ryan started on Capitol Hill working for former Representative Robert A. Borski (D-PA), where he served as Senior Legislative Assistant. After briefly working for the Washington, DC law firm of Arnold and Porter, LLC, Ryan returned to Capitol Hill to join the Committee on Transportation and Infrastructure as Democratic Counsel for the Subcommittee on Water Resources and Environment.  In 2007, former-Chairman James L. Oberstar (D-MN) appointed Ryan as Staff Director of the Subcommittee, where he has continued to serve in that capacity under the leadership of Chairman Oberstar, Ranking Democrat Nick J. Rahall (D-WV), and the current Chairman, Peter A. DeFazio (D-OR).  During his time with the Subcommittee, Ryan was the lead Democratic House negotiator for enactment of the Water Resources Development Acts of 2007, 2014, 2016, 2018, and 2020, and several Clean Water Act related laws.

Jon Pawlow is Republican Senior Counsel for the Water Resources and Environment Subcommittee of the House Committee on Transportation and Infrastructure.  He is responsible for matters within the Subcommittee’s jurisdiction relating to water quality, water pollution control, wetlands, watersheds, hazardous waste cleanup and brownfields, water resources management, and water infrastructure.

Jon is an attorney and scientist/engineer with well over 40 years of expertise in the environmental field, including in private law practice, with the U.S. EPA, and now with the House Transportation and Infrastructure Committee.

Jon earned his law degree from the Georgetown University Law Center, and MS and BS degrees in water resources engineering and environmental science, both from Rutgers University.  Jon is a member of the District of Columbia and Virginia Bars.

Lora Snyder is the staff director for the Subcommittee on Water, Oceans, and Wildlife in the House Natural Resources Committee. Prior to joining the committee, Snyder was a campaign director at Oceana, the largest international advocacy group working solely to protect the world’s oceans.

Lora Snyder is the staff director for the Subcommittee on Water, Oceans, and Wildlife in the House Natural Resources Committee. Prior to joining the committee, Snyder was a campaign director at Oceana, the largest international advocacy group working solely to protect the world’s oceans. Snyder worked to defend the Magnuson Stevens Act, protect critical ocean habitat, minimize bycatch in U.S. fisheries, as well as raise awareness of the threats facing sharks and sea turtles.

Before Oceana, Snyder spent several years at a bipartisan consulting firm, specializing in energy, human rights and environmental issues, among others. In this role, she worked with Oceana on its seafood fraud campaign, gaining expertise in ocean and fisheries issues. Ms. Snyder also served as principal advisor to former Environmental Protection Agency Administrator, Carol M. Browner. Ms. Snyder’s portfolio included staffing Ms. Browner in her role as Commissioner to the Global Ocean Commission.
