Gary Jones — President — Los Angeles, California

Gary Jones - President

As Director for the County of Los Angeles Department of Beaches and Harbors, he is responsible for 30 miles of non-contiguous coastline in Los Angeles County, including Marina del Rey, the largest small craft harbor in the U.S. Jones has 25 years of experience in real estate, development and urban planning. Educated in Great Britain, he received his B.S. degree in Biology from Southampton University and his M.S. degree in Real Estate Studies from De Montfort University in Leicester.

Joan Pope — Stafford, Virginia

Joan Pope, Vice President for Science & Technology

In 2012, Joan retired from US Army Engineer Headquarters after a career with the Corps involving a variety of practicing coastal geology and engineering, research, and management positions.  At the time of her retirement she oversaw the Corps water resource research and development Program. During her career she directed several major projects including the development of the Coastal Engineering Manual, the National Shore Erosion Demonstration Program, and Regional Sediment Management.  Since retiring she has been employed as a consultant with the Corps.

Lee Weishar, Ph.D. — Bourne, Massachusetts

Lee Weishar, Ph.D., PWS, Vice President for External Communications

A Senior Scientist with the Woods Hole Group since 1989, He has more than 40 years’ experience in the fields of oceanography, coastal engineering, sediment transport, ecological restoration, environmental impact assessment, and project/program management.    Prior to joining the Woods Hole Group, he was employed by the USACE Waterways Experiment Station (now ERDC).  Dr. Weishar specializes in coastal engineering and wetland/marsh restoration and the integration of biological, ecological, and hydraulic data into wetland restoration designs to ensure that the design will meet the restoration objectives.

Gordon Thomson — Boca Raton, Florida

Gordon Thomson, P.E., D.CE, Vice President for Member & Chapter Relations

Thomson is an Associate Principal and Senior Coastal Engineer at Baird & Associates. He has designed, permitted and constructed a wide array of beach nourishment, marsh restoration, and coastal structure projects along the Atlantic and Gulf coasts. Thomson has developed numerous reports and federal documents combining coastal principles and numerical modeling. He is a licensed professional engineer in eight states and is accredited by COPRI as a Diplomate in Coastal Engineering. He received a B.Sc.Eng and an M.Sc.Eng from Queen’s University, Canada.

Tiffany Roberts Briggs, Secretary

Assistant Professor, Department of Geosciences, Florida Atlantic University (FAU). Briggs has co-authored numerous peer-reviewed research publications on various topics in coastal geology and geomorphology. She received her Ph.D. in Geology from the University of South Florida and was an Instructor in the Department of Geology & Geophysics at Louisiana State University before joining FAU. Briggs chairs the ASBPA Science and Technology Committee and serves on the Editorial Board of Shore & Beach.

M. Cameron Perry, P.E. — Corpus Christi, Texas

M. Cameron Perry, P.E., Treasurer

Perry is the Coastal Practice Lead with HDR Engineering, Inc. A graduate of Texas A&M University Galveston with a B.S. in Maritime Systems Engineering, Perry spent six years working in Florida and the Caribbean on various beach nourishment, dredging, and coastal projects. In early 2004, he joined HDR Engineering, Inc. in Corpus Christi, Texas and has been performing numerous shoreline protection, nourishment, numerical modeling, coastal design and marsh restoration projects. Perry also serves on the board of directors for the Texas Chapter of ASBPA.

Dan Barone — Hamilton, New Jersey*

Dan Barone, Ph.D, GISP.

Dr. Barone is a jointly-appointed Associate Research Professor within the Rutgers University Department of Marine and Coastal Sciences (DMCS), Center for Advanced Infrastructure and Transportation (CAIT), and Department of Geography. He holds Bachelor’s and Master’s degrees in Marine Science and Instructional Technology from Stockton University and a PhD in Physical Geography from Rutgers University. Dr. Barone has nearly 15 years of experience addressing coastal zone management and resilience issues related to beach-dune storm vulnerability, maritime transportation, coastal floodplain mapping, and beneficial use of dredged material. He utilizes spatial data analysis, remote sensing, and coastal modeling techniques to solve complex coastal problems and present solutions to various audiences. Dr. Barone is also a Certified Floodplain Manager (CFM) and Geographic Information Systems Professional (GISP).

Martiza Barreto — Rio Piedras, Puerto Rico

Maritza Barreto Ph.D., P.G.

Maritza Barreto, Ph.D. PG. is a Geological Oceanographer and professional geologist. She is a professor in the Graduate School of Planning, University of Puerto Rico, Rio Piedras Campus and Director of the Coastal Research and Planning Institute of PR. Dr Barreto has 23 years of experience in the academia and coastal research studies in Puerto Rico (Coastal planning and Policy, beach erosion, Coastal Hazards). She was nominated by the Governor of Puerto Rico and selected as a member of the Puerto Rico Government Climate Change council.

Marc Beyeler — Ventura County, California

Marc Beyeler

Marc Beyeler is an experienced coastal and environmental planner and senior manager with many years’ experience managing professional, technical and administrative staff and staff teams, addressing a broad range of environmental planning projects and programs, many involving facilitation, program planning and stakeholder and public outreach. Marc currently serves as the Executive Director and Science Director for the Beach Erosion Authority for Clean Oceans and Nourishment (BEACON) in Ventura, California. BEACON is responsible for regional sediment management and coastal adaptation planning along the California Coast in Santa Barbara and Ventura counties. Marc was a long-time senior executive at the California State Coastal Conservancy and has taught and conducted research at the University of California, Berkeley and Santa Cruz.

Maura Boswell — Washington, DC*

Maura K. Boswell, P.E.

Maura Boswell is a Coastal Engineer with a B.S. in Ocean Engineering from Florida Institute of Technology and an M.S. in Coastal and Oceanographic Engineering from the University of Florida. Currently, she is pursuing a doctoral degree at Old Dominion University. She has previously worked in the private sector as a Project Manager and Project Engineer on a wide range of projects involving coastal processes, shore protection and marina design. Boswell also serves as the president of the Mid-Atlantic Chapter of ASBPA.

Russell Boudreau — Long Beach, California

Russell Boudreau, P.E., D.CE, D.PE

With nearly 40 years of experience in coastal and ocean engineering and a registered civil engineer in California and Hawaii, Boudreau is a Principal with Coastal Frontiers Corporation in Moorpark, California. His responsibilities include planning, engineering and construction management for a broad range of beach nourishment, regional sediment management, living shorelines, ecosystem restoration, water quality and sea level rise adaptation projects in the U.S. and throughout the Pacific Rim.

Derek Brockbank – Washington, D.C.

Derek Brockbank

Derek Brockbank is Executive Director of Coastal States Organization (CSO), which represents the nation’s Coastal States, Territories, and Commonwealths on ocean, coastal, and Great Lakes issues. With two decades of experience in Washington DC on coastal adaptation policy and organizational development, Derek is connecting state coastal management programs with federal agencies and resources in order to address the greatest coastal challenges facing society. Derek previously served as Executive Director for the American Shore & Beach Preservation Association (ASBPA) where he led the strategic planning and outreach, government affairs, and development goals of the nation’s leading organization advocating for beach and coastal restoration. Prior to starting with ASBPA, Derek worked as campaign director for a coalition effort to restore the Mississippi River Delta and Coastal Louisiana, and was part of a gulf-wide campaign to pass the RESTORE Act, securing billions of dollars for Gulf Coast restoration. This followed up on his work with National Wildlife Federation on climate adaption. Derek grew up in New York City and got his coastal education from an early age playing on the beaches of Long Island, and kayaking and fishing in Peconic Bay.

Susan Brodeur – Irvine, California

Susan Brodeur

Susan Brodeur is a Senior Coastal Engineer for the County of Orange, California. Susan holds a Bachelor Degree in Physics from Illinois Wesleyan University and a Bachelor of Science Degree in Ocean Engineering from Florida Atlantic University. She has more than 30 years of experience as a coastal engineer in both public and private sector, working on a broad range of projects including shore protection, coastal wetland restoration and navigation projects. She is a registered professional engineer in the State of California.

Katie Brutsché, Ph.D. – Vicksburg, Mississippi

Katherine Brutsché, Ph.D.

Program Manager of the National Regional Sediment Management Program at the USACE Engineer Research and Development Center in Vicksburg, M.S, she received her Masters and Ph.D. at the University of South Florida in 2011 and 2014, respectively.  Her Bachelor of Science degree in Geosciences was completed at Virginia Tech in 2007.  Her dissertation research focused on the sediment characteristics and morphological impacts of the nearshore placement of dredged material in Fort Myers Beach, Florida and Perdido Key, Florida.

Lynette Cardoch – Miami, Florida

Lynette Cardoch, Ph.D.

Moffatt & Nichol’s Director of Resilience & Adaptation, she is a coastal ecologist with over 20 years of experience in regulatory & water policies, coastal restoration, and urban & coastal resiliency. With her technical qualifications and collaborative management style, her assignments include steering interdisciplinary teams of engineers, scientists, and regulators. Cardoch has also worked closely with coastal utilities and natural resource agencies on integrated planning and operationalizing resiliency, particularly for coastal protection, storm surge, and interior flooding.

Eddy Carter, P.E.is a graduate of LSU and a Senior Environmental Engineer at Gulf South Research Corporation (GSRC) based in Baton Rouge, LA. He has over 38 years in project/program management of IDIQ contracts for numerous Federal and state agencies. Areas of expertise include: dredge material management, water and sediment quality analysis, navigation channel maintenance, coastal protection/flood risk reduction, environmental impact assessment (NEPA) and wetland/marsh creation along the Gulf coast and South Atlantic coastal regions.

Brian Caufield — Boston, Massachusetts

Brian Caufield, P.E., CFM

Coastal engineer for CDM Smith working as a technical and project manager for company-wide coastal studies. Caufield has over 10 years’ experience in the technical and permitting aspects of beach nourishment and other coastal projects. Caufield has worked with various stakeholders from federal agencies down to the community and individual homeowners.

Ken Craig — Jacksonville, Florida

Kenneth R. Craig, P.E.

Vice president of coastal engineering at Taylor Engineering, Inc. he. holds overall responsibility for the company’s coastal engineering operations. Craig provides managerial oversight on many of the company’s largest coastal engineering projects. He frequently acts as project liaison to local, state, and federal agencies regarding project related issues such as design, permitting, and funding options. Craig currently serves as the chair of the Coasts, Oceans, Ports & Rivers Institute’s National Coastal Council.

Shannon Cunniff —Burlington, Vermont

Shannon Cunniff

Consultant working on advancing flood resilience solutions and policy to help communities adapt to climate change impacts in environmentally friendly ways. Formerly directed Environmental Defense Fund’s Coastal Resilience activities. She draws on her environmental advocacy, policy and planning experience in water resources engineering and coastal ecology to broaden incorporation of naturally infrastructure into flood resilience planning. Shannon served as a senior executive in the Departments of the Interior and Defense, was EPA’s liaison to the U.S. Army Corps of Engineers and Federal Emergency Management Agency, and an ecologist for the Corps Los Angeles District. She holds Master’s and Bachelor’s degrees in Geography and Biology, respectively, from UCLA — both emphasizing coastal systems.

Scott Douglass, Ph.D. — Fairhope, Alabama

Scott L. Douglass, Ph.D.,P.E.,D.CE

Mr. Douglass has visited almost every beach in this country and wrote the book “Saving America’s Beaches: The causes of and solutions to beach erosion.”  Douglass is the founder of South Coast Engineers, a coastal engineering consulting firm in Fairhope, Alabama and an Emeritus Professor of Civil Engineering at the University of South Alabama. His experience includes coastal infrastructure resilience assessment and design, beach erosion solutions and living shoreline designs.

Kim Garvey — Long Beach, California*

Kim Garvey

Ms. Garvey is the president of the California chapter.  She is a Coastal Engineer for Moffatt & Nichol in Long Beach, California.  She has worked on and led a variety of coastal projects involving dredging, beach nourishment, wetlands restoration, shoreline protection, marinas, regulatory permits acquisition, water and sediment quality analysis, habitat mitigation, and monitoring of projects. Prior to joining Moffatt & Nichol, Ms. Garvey was an Engineering Director at Boeing, where she managed several large, technically complex space systems projects.

Douglas George, Ph.D. – San Rafael, California

Douglas George, Ph.D.

A geological oceanographer with more than 15 years of research and management experience on coastal and oceanography topics. His interests include coastal processes, sediment transport, and the protection of ocean resources. He has extensive history conducting technical work and project management on many West Coast projects as a federal scientist, state policy manager, and environmental consultant. He was the first Coastal Program Manager for California State Parks and is now at NOAA’s Office of Coastal Management as the National Estuarine Research Reserve System Science Collaborative Program Manager.

Bill Hanson

 V.P. Great Lakes Dredge & Dock Company. He holds a BS in Ocean Engineering from Texas A&M University, and currently serves on the TAMU Board of Industry Advisors and the TEES Board. He has previously served on the USACE Coastal Engineering Research Board and was Chair of the NOAA Hydrographic Services Review Panel.  As an ACOPNE Diplomate of Navigation Engineering he currently serves on Federal Advisory Panels – DOC International Trade Advisory Committee;  DOC Supply Chain Competiveness.

Cheryl Hapke – St. Petersburg, Florida

Cheryl Hapke, Ph.D.

Senior Consultant, Integral Consulting is a coastal geologist who spent >20 years with the U.S. Geological Survey before joining Integral, Consulting in 2019. Her expertise is in coastal evolution and coastal change processes in a variety of geomorphic settings. Cheryl’s studies have scaled barrier island response to extreme storm events to forecasts of future behavior using statistical models. She has served as a technical advisor on coastal change hazards to state and federal agencies, and international groups, and authored numerous peer-reviewed journal articles.

Thomas O. Herrington, Ph.D.

 Associate Director, Urban Coast Institute, Monmouth University, West Long Branch, New Jersey. He holds a B.E. in Civil Engineering and a M.E. and Ph.D. in Ocean Engineering from Stevens Institute of Technology. He is currently Vice President of NSBPA and presently serves on the FEMA Region II Coastal Outreach Advisory Team, the New Jersey Coastal Resilience Collaborative, Barnegat Bay Partnership Land Use Panel, and is on the Board of Directors of the Jersey Shore Partnership, and the New Jersey Sea Grant Consortium.

Brandon Hill — Galveston, Texas

Brandon Hill

Brandon Hill is currently the Coastal Resource Manager for the City of Galveston Texas. A Certified Coastal Practitioner (CCP), he has experience in the planning and implementation of coastal community management plans, channel dredging, BUDM, and RSM Projects. Brandon’s Green Belt in Six Sigma practices and experience in private consulting, municipal government and a NASA-funded academic research lab provide him a unique perspective that complements his focus on holistic natural resource management. As a coastal resource professional Brandon has overseen dynamic projects such as coastal wetland mitigation plans, the creation of a digital parking inventory which allowed the City of SPI to achieve compliance with state laws, over 1.7 million dollars in coastal infrastructure projects, and a groundbreaking collaborative particle tracing sediment study through the USGS and USACE.

Karina Johnston — Los Angeles, California

Karina Johnston

Karina Johnston is the Science Director for The Bay Foundation, a non-profit organization based out of Los Angeles, California, and is the Director of Programs for Loyola Marymount University’s Coastal Research Institute. Karina is a coastal marine scientist with expertise in implementing nature-based solutions to improve coastal resilience from climate impacts such as sea level rise and erosion, specifically through beach and dune restoration projects. Karina has led implementation of several beach and dune restoration projects in Los Angeles, and is currently pursuing her PhD at the University of California, Santa Barbara. She has extensive experience studying and rehabilitating coastal ecosystems including beaches, dunes, wetlands, and kelp forests. She is also a Certified Ecological Restoration Practitioner and Board Certified Environmental Scientist.

Tim Kana, Ph.D.

Founder and president of Coastal Science & Engineering (Columbia SC), Kana has 35 years’ experience in coastal erosion assessments and has written over 300 reports and publications relating to coastal processes, sediment budgets, beach nourishment, impacts of sea-level rise and tidal inlet sediment dynamics. Dr. Kana has served as project director on more than 30 beach nourishment projects in the Carolina’s, Georgia and New York, and is the 2015 recipient of ASBPA’s Morrough P. O’Brien Award.

Nancy MacPhee

Nancy MacPhee is Product Development Manager for the Lee County Visitor & Convention Bureau where she has administered the TDC Beach & Shoreline funding program since 2008. She previously spent 25 years managing park facilities in Florida & New Jersey. She has a degree in Parks & Recreation Resource Management from Slippery Rock University, and is certified as an Outdoor Leader and Florida Master Naturalist. She serves as Vice Chair on the board of Florida Society for Ethical Ecotourism.

Mike McGarry — Viera, Florida

Mike McGarry

Beaches, Boating & Waterways Program Manager for Brevard County Florida, Mike administers coastal and estuarine management and restoration projects along 72 miles of Atlantic Ocean shoreline. Since 2003 he has completed seventeen federal and non-federal beach projects placing 180 million dollars of sand (7.9 MCY) along thirty five miles of shoreline. McGarry holds a bachelor’s degree in Marine Biology from the University of North Carolina at Wilmington and a master’s degree in Oceanography/Coastal Zone Management from the Florida Institute of Technology.

Jon Miller — Hoboken, New Jersey

Jon K. Miller, Ph.D.

Jon K, Miller, Ph.D.is a Research Associate Professor of Coastal Engineering at Stevens Institute of Technology in Hoboken, NJ.  He earned his Bachelor’s degree in Civil Engineering from Stevens, and his Masters and Ph.D. degrees in Coastal Engineering from the University of Florida.  Jon currently serves as the New Jersey Sea Grant Coastal Processes Specialist, Director of the New Jersey Coastal Protection Technical Assistance Service (NJCPTAS), and faculty advisor to the Stevens student chapter of ASBPA.

Jerry Mohn

President of the Texas Chapter of the ASBPA, Mohn is also President of the West Galveston Island Property Owners Association; Chairman of the Galveston County Beach Erosion Task Force; Past Chairman and current board member of the Beach Maintenance Advisory Committee of the Galveston Parks Board; past Chairman and Board Member of the Galveston Chamber of Commerce, Board Member and Past Chair of the Community Liaison Committee of the Galveston National Laboratory at UTMB; Co-Chair of the ASBPA/GLO 2007 Fall Conference; Past President and current Chairman of the Endowment Committee for the Ronald McDonald House of Galveston; and Chairman Emeritus of Chem One LTD.

Thomas W. Richardson — Jackson, Mississippi

Thomas Richardson

Executive Director of the Department of Homeland Security’s Coastal Resilience Center of Excellence. The Center is lead by the University of North Carolina at Chapel Hill. He is an engineering graduate of The Citadel, the University of Miami, and the International Institute for Hydraulic and Environmental Engineering in Delft, The Netherlands. His career has focused on managing and performing applied research in coastal and hydraulic engineering. In 2009, he retired as Director of the Coastal and Hydraulics Laboratory of the Engineer Research and Development Center and began work at his current position.

Kathleen Riely — Wilmington, North Carolina

Kathleen A. Riely

As Executive Director of N.C. Beach, Inlet and Waterway Association, Kathleen represents the Association’s members on the state and local levels advocating for sound environmental policies and ensuring coastal protection. She currently serves on the Advisory Council to the N.C. Coastal Resources Commission which establishes policies for the NC Coastal Management Program. Kathleen holds a bachelor’s degree in chemistry and a Juris Doctor from Quinnipiac University and previously worked at a private law firm specializing in environmental law.

Julie Rosati, Ph.D. — Washington, D.C.

Julie Dean Rosati, Ph.D., P.E.

Rosati is Technical Director for Civil Works R&D at the US Army Corps of Engineers, Engineer Research Development Center in the Coastal & Hydraulics Laboratory. In this role, she oversees basic and applied research involving coastal, watershed, navigation, and environmental assessments over short-term storm hazards and long-term evolution. Julie also serves as a Technical Director for the American Shore and Beach Preservation Association, an Associate Editor of ASCE’s “Waterways” journal, and is a one of the lead representatives for the Corps as part of the multi-organizational US Coastal Research Program. She has BS and MS degrees in Civil Engineering, and PhD in Oceanography, and is a Professional Engineer in Mississippi.

Peter Seidle — West Palm Beach, Florida

Peter Seidle, P.E.

Coastal Engineer for Applied Technology & Management, West Palm Beach, FL, Mr. Seidle is a project manager with over 20 years of experience providing domestic and international clients with effective shoreline and inlet solutions. His expertise is in multiple shoreline (beach nourishment, groin, breakwater and jetty) and inlet (sediment budget, sand bypassing, navigation maintenance dredging) projects. He is familiar with the state-of-the-art numerical models, coastal processes analysis techniques and project management tools. He is knowledgeable of Florida’s and federal regulations and processes.

Aram Terchunian

Terchunian is a nationally-renowned coastal geologist and environmental scientist with First Coastal Corporation in Westhampton Beach, NY specializing in helping owners and municipalities enhance and protect their coastal assets. Aram’s specialties include coastal resiliency, wetlands management, nature based shoreline stabilization, coastal regulatory compliance and endangered species. A widely recognized expert in the national media, Aram provides a unique, practical perspective on how to prepare for and survive super storms and their devastating effects on our coastal communities. Aram received his BS in Environmental Science and Resource Management/Geology from Lehigh University and his MS from the University of Delaware.

Peter Truax

Peter Truax is a landscape architect with the coastal engineering firm WF Baird & Associates, where he has worked since 2017. Born and raised in Minnesota, he is a graduate of the Macalester College and the University of Minnesota. His professional focus relates to waterfront design and engineering – including public parks and beaches, urban waterfronts, and marinas – and coastal habitat restoration in the Gulf of Mexico and Great Lakes regions. His personal interests include swimming, biking, drawing, painting, and cooking.

Bret Webb, Ph.D., P.E.,D.CE.

Bret Webb, Ph.D., P.E., D.CE. is a Professor of Coastal Engineering at the University of South Alabama in Mobile, Alabama. Dr. Webb’s research focuses on the resilience of the natural and built coastal environments, and how natural shoreline stabilization directly translates to reduced vulnerability of the built environment. Dr. Webb has more than 15 years of experience in coastal engineering research and practice, is a registered Professional Engineer in Alabama and Florida, and is recognized by ACOPNE as a board certified coastal engineer.

Cris Weber, P.E., is a Senior Managing Coastal Engineer for Anchor QEA with over 20 years of experience as a project engineer and project manager. He is a registered engineer in Texas and Florida and has been the project manager and technical lead on a variety of coastal, riverine, and coastal engineering interdisciplinary projects, providing technical expertise ranging from oyster reef restoration and bird island habitat protection to hard and soft nearshore structure design to dredging and dredge material placement operations.

Ken Willson — Wilmington, North Carolina

Ken Willson

Ken Willson, is a client program manager for Coastal Protection Engineering LLC in Wilmington, North Carolina. Since 2003, he has assisted coastal clients in Massachusetts, Virginia, North Carolina, Florida, Louisiana and Texas on coastal restoration and inlet management projects. His broad knowledge base of coastal geology, engineering, surveying, environmental science, policy, and finance has allowed him to assist numerous clients with designing, permitting, and constructing a wide array of beach and inlet management projects. He earned a BS and MS in Geology from the University of North Carolina at Wilmington, and a Coastal Engineering Certification from Old Dominion University.

Andrew Wycklendt — Honolulu, Hawaii*

Andrew Wycklendt, P.E.

Andrew Wycklendt, P.E. is the President of the Hawai‘i Shore and Beach Preservation Association. He is also a Senior Coastal Engineer and Program Manager for APTIM who has designed and implemented a variety of coastal restoration, shoreline protection, sediment management, and navigation projects along Pacific, Atlantic, Gulf, and Arctic coasts. He has worked in barrier island, headland and embayment, estuarine, deltaic, cliff, pocket, perched, and open coastal systems to restore or nourish beaches that can be classified as either mixed sediment, sand, cobble, boulder, or volcanic. He earned his BS in Ocean Engineering from Florida Atlantic University and his MS in Ocean and Resources Engineering with an emphasis on Coastal Engineering from the University of Hawaii.

Taylor Zimmerman — New Jersey*

Taylor Zimmerman

Taylor Zimmerman is currently working as a Marine Engineer for McLaren Engineering Group in the NYC area and serving as the president of the Students and New Professionals (SNP) Chapter of ASBPA. She holds a bachelor’s degree in Civil & Environmental Engineering from Rowan University and a master’s degree in Coastal Engineering from Stevens Institute of Technology. Taylor joined ASBPA in 2018 while at Stevens, and since then has helped initiate SNP’s Coastal Voice podcast (with American Shoreline Podcast Network) and most notably assisted in advancing SNP from a group into a formal chapter within ASBPA.

Tony Pratt, Executive Director

Tony Pratt is the retired Administrator of the Shoreline and Waterway Management Section within the Delaware Department of Natural Resources and Environmental Control where he oversaw programs related to beach nourishment, beach construction regulation, coastal hazards mitigation, waterway management, and flood mitigation. He was a member of the National Research Council Committee on Beach Nourishment and Protection, and the Heinz Center Panel on Risk Vulnerability and the True Costs of Coastal Hazards.  He served elected office in Lewes, a coastal town in DE, four years of which were as Deputy Mayor.  He currently serves on the Advisory Board to the Department of Homeland Security Coastal Resilience Center of Excellence based at UNC, Chapel Hill.

Brad Pickel

Brad Pickel is co-owner of Seahaven Consulting, Inc. in Beaufort, South Carolina.  In his career, Brad has held a variety of roles for local governments, consulting firms and non-profit associations. His technical training and education in coastal systems, practical experience as a beach manager in local government, and advocacy and educational efforts in Washington, D.C. has provided Brad a well-rounded perspective of what is needed to advance coastal management issues.

Nicole Elko, Ph.D. — Folly Beach, South Carolina

Nicole Elko, Ph.D.

Nicole Elko, Ph.D. has 20 years of experience managing/assisting with more than 20 beach preservation projects along the U.S. Southeast and Gulf coasts.  Dr. Elko received her Ph.D. (Geology) from the University of South Florida after working with the USGS Coastal Marine Geology Program, St. Petersburg, and while serving as the coastal coordinator for Pinellas County, FL.  She is also Executive Director of the South Carolina Beach Advocates, an Executive Director of the U.S. Coastal Research Program, and President of Elko Coastal Consulting based in Folly Beach, SC.  She serves as one of the three civilian members of the Army Corps’ Coastal Engineering Research Board and has recently been appointed to NOAA’s Hydrographic Services Review Panel.

Beth Sciaudone, Ph.D.

Beth Sciaudone received her B.S.E. in civil engineering from Duke University and her master’s degree and Ph.D. in civil/coastal engineering from North Carolina State University. She has worked for a state agency and as a consulting engineer. She currently works part time as a teaching assistant professor at NC State. She is a licensed P.E. in the state of Florida.

Annie Mercer

Annie Mercer has a BA in Psychology from Hood College and a Masters in Forensic and Legal Psychology with a concentration in Intelligence Studies from Marymount University. She interned with ASBPA’s Government Affairs Committee in 2019 working on the “Local Funding for Coastal Projects: An Overview of Practices, Policies, and Considerations.” Annie has worked alongside her father at Coastal Transplants since 2003 installing vegetation and sand fence along the East and Gulf Coasts.

Lesley C. Ewing, Ph.D.

Lesley Ewing, PE, Ph.D., is coastal engineer with interests in coastal resilience, coastal processes, climate change, and the intersection of science and land management. She has worked at the California Coastal Commission for over three decades. She has also held various volunteer positions with the Coasts, Oceans, Ports and Rivers Institute of ASCE and with both ASPBA and the California Shore & Beach Preservation Association.  Lesley has a BS in civil engineering from Brown University, a MRP in regional planning for the U Mass., an M.Eng. in coastal engineering from UC Berkeley and a Ph.D. from USC.
